VoIP and PBX systems usually have service level contracts even though the phone numbers do not change. There isn't anything like phones that are 'cloud based'. There is only SIP VoIP and this has been in existence for sometime.

However, their downside is that incase the network of the business is horrible, it will face various issues which they will try to pass to the provider. It is also important to note that where the internet connection is disrupted, there will neither be VoIP or SIP.

For instance, you can have a device such as a 3G dongle to act your backup or if its for smaller operations, you can make use of an ATA as this can be plugged into the analogue line, incase the network is down.

On top of this, there are no installment costs and the monthly prices that are usually set are far much lower. Therefore, there is no doubt that the cloud based phone system is the cheapest way of connecting any business place with the rest of the world.
